Priorities and funded actions

Objectives

  • To build capacity of public authorities and healthcare providers to deploy services and systems that support the rights of natural persons
  • To build capacity of health data holders to improve quality of data, create dataset descriptions and labels for electronic health data they hold
  • To train service providers, particularly Small and Medium-sized Enterprises (SMEs), to support public authorities, healthcare providers and data holders in the implementation of the requirements set by the EHDS
  • To contribute to the protection and empowerment of children online

  • Guidance development for public authorities and healthcare providers
  • Development of toolboxes for data holders
  • Creation of dataset descriptions and data quality labelling
  • Training framework development and training sessions
  • Creation of a centre for raising awareness among children
  • Creation of a helpline
  • Creation of a hotline

Eligibility

  • Be legal entities (public or private bodies)
  • Be established in one of the eligible countries, i.e.:
    • EU Member States (including overseas countries and territories (OCTs))
    • non-EU countries: listed EEA countries and countries associated to the Digital Europe Programme (list of participating countries)
  • Beneficiaries and affiliated entities must register in the Participant Register before submitting the proposal
  • A consortium composed of
    • minimum 5 independent applicants (beneficiaries; not affiliated entities) from 5 different eligible countries must be constituted (DIGITAL-2026-BESTUSE-10-EHDS)
    • there is no specific conditions regarding the composition of the consortium for the topic DIGITAL-2026-BESTUSE-10-NETWORKSICs

Additional information

  • Initial duration of the action:
    • DIGITAL-2026-BESTUSE-10-EHDS: 48 months
    • DIGITAL-2026-BESTUSE-10-NETWORKSICs: up to 18 months

Extensions are possible, if duly justified and through an amendment.
